College of Public Accountants of Tumbes  
 
HISTORICAL OVERVIEW
 

The creation of the first professional institution in Peru was the College of Public Accountants after the promulgation of the Law of Professionalization of the Public Accountant, Law No. 13253, on September 11, 1959. 

Under Law No. 13253, the Piura and Tumbes Departmental College  of Public Accountants was created.   The integration of the two departments into a single college was due to the fact that the Piura department had 10 public accountants and Tumbes had only 1. The public accountant from Tumbes was Mr. Arturo Moretti Ricardi (RIP), whose membership, along with the other 10 colleges belonging to the Piura department, provided the minimum number of 11 required by law for the creation of a professional college. Consequently, the initial headquarters was located in the city of Piura. 

With the approach of the V National Congress of Public Accountants of Peru held in the city of Lima from September 16 to 20, 1975; Tumbes already integrated with 13 Public Accountants formed the first commission presided by the Public Accountant, Mr. Arturo Moretti Ricardi, who requested before said National Congress, the creation of the College of Public Accountants of Tumbes, achieving its approval in the plenary, the date of the founding of our institution being  February 8, 1976.

The first Dean of the College of Public Accountants of Tumbes was CPA Héctor José Reyes Delgado. At the beginning of the institution's existence, the first governing boards met in the dean's home. Later, in 1984, while CPA Pedro Luís Mendoza Boyer was dean, the College rented the premises of the Public Welfare Society located in Plaza Bolognesi. The institution's headquarters remained at this address until 2000.

Later, the College of Public Accountants of Tumbes operated on the second block of Huáscar Street while its own building was under construction on the third block of Huáscar Street. The land for the current building was acquired while CPA Nizzola Silva Silva was Dean of the College of Public Accountants of Tumbes. Construction of the building began during the deanship of CPA Luis Maza Chumacero.

During the administration of CPC Gustavo González Medianero and his Board of Directors, they managed to build and inaugurate the first and second levels of the Institutional premises on February 8, 2004.

Our colleague Fernando Sandoval Rodríguez and his Board of Directors were pleased to continue the construction of the premises and managed to complete and inaugurate the third level in 2008.

We currently have 1,446 members in the Order. It is worth noting that Law No. 28951 approved the Regulations for Professional Certification and Recertification of Certified Public Accountants, meaning that Certified Public Accountants must now stay abreast of academic advancements and the effects of globalization.

The current Dean is Dr. CPC.  Julio Raul Mena Preciado , who is promoting the full integration of accounting professionals and the institutional consolidation of the professional order together with its Board of Directors.
